About Family Lawyers Assistance Project (FLAP) in Maricopa county
FLAP is a program designed to assist Pro Per Litigants (people representing themselves) in family law. This program does not provide free representation in court. Special educational programs are provided throughout the year and individual appointments are made through the Central Court Office. Appointments are provided at three Maricopa County Superior Court locations by volunteer attorneys experienced in family law. This is not a walk-in program so plan ahead by making an appointment.

Normal Hours to Schedule Appointments
Monday through Friday; 9:00 am to 12 noon & 1:30 to 4:30 pm
Cost of Appointments
Free for eligible clients; there is a $40.00 cash fee for those who do not meet CLS’ financial eligibility guidelines.
You are encouraged to use FLAP as often as necessary, however the same volunteer attorney may not be available for subsequent appointments. Special instructions at the Check-in window allow you to complete forms for an appointment when program staff is not available. The ability to schedule emergency appointments is determined by attorney availability and staff assessment.
Examples of how appointments can be used
- Discuss appropriate and timely procedures for responding to court documents, minute entries and judgments.
- Discuss and review procedures for filing court documents, orders of protection and petitions.
- Discuss and review the various documents you prepare for your family law case.
This program is not a document preparation service. If you would like to retain the services of a volunteer attorney in their private practice, this arrangement must be made separately from the FLAP program.
Special Programs
Special programs are designed to provide expanded information about common family law client needs such as domestic violence, parenting time, child support modifications and enforcements. Litigants Without Lawyers for example is a free popular program where volunteer attorneys provide family law information and hands-on training to pro per litigants in a courtroom setting. Topics include a general overview, court procedures, trial preparation, self-representation in court and a Q & A discussion. Educational handouts are provided.
This family law community program could not be possible without the generous donation of volunteer time from the private attorney community, the support of Maricopa County Superior Courts and the dedicated staff of the Volunteer Lawyers Program at Community Legal Services.
- Special Continuing Legal Education trainings are available for attorneys by FLAP.
- Interested attorneys can volunteer through the Volunteer Lawyers Program.
